Environment Minister Alan Kelly has said that individual PPS numbers will have to be collected to get an accurate voter register. The government had to reverse its plans to allow Irish Water to collect PPS numbers from customers after a public outcry

But TDs and Senators have complained that the old practice of “vote early and often” is still possible due to the fact that people can still be registered to vote in multiple constituencies. Experts have recommended using PPS numbers to compile the voter register so that a person can only vote once.

Kelly said that PPS numbers were a “good fit” because they would provide the “unique identifier” needed to build a voter database.
