A draft agreement includes a protocol on Ireland which contains the fallback position that Northern Ireland should be considered part of the EU’s customs union, and part of a 'common regulatory area' with the EU

Theresa May has said no British prime minister could agree to parts of a draft withdrawal agreement between the EU and Britain, which was published today by the European Commission.
