Most chief executives love a good photo opportunity, but not Dublin City Council boss Owen Keegan. He is standing on the roof of DCC’s headquarters on the south quays against a skyscape of cranes towering over new builds - few of them involving housing, sadly - while the photographer does his thing, but is singularly glad to get it over with.
