How Unions clinched secret staff deal with Irish water

The government agreed a secret deal with trade unions to fill vacancies among the 4,300 council staff working for Irish Water. The agreement has cast major doubts on the ability of Irish Water to achieve its target of reducing running costs by 7 per cent this year.
