Publicly funded community assets are lying unused because insurance premiums have risen by as much as 500 per cent in three years, umbrella charity group The Wheel has said.
Ivan Cooper, chief executive of The Wheel, said that the current system meant people were being incentivised to make claims and that voluntary groups were facing an existential threat.
