Emergency legislation to close the legal loophole governing the activation of suspended sentences can not be passed until a new government is formed.

The delay in finalising the Taoiseach’s 11 appointees to the Seanad, which may require cross party support in a minority government, will also slow down progress on the issue, according to a political source.
