Designing Ireland's future

Ten years ago, South Korea had a big problem. It was cradled in the workshop of the world, but struggling to compete with its neighbours in the manufacturing and electronics industries. To grow its economy it had to pull itself up the value chain, but how? It couldn’t compete with China; it couldn’t stay ahead of Japan. What it did was enlarge its design R&D budget by $1 billion.
