The head of a Northern Ireland inquiry into seven decades of child abuse in children’s homes and other institutions has recommended a scheme of compensation for all its victims.

Retired judge Sir Anthony Hart, who is leading the investigation, has also called upon those people who have given evidence to the inquiry to return and give their views on what form of compensation might be appropriate.
