An Bord Pleanála should not be fined for missing deadlines, state body says

The practice of An Bord Pleanála (ABP) having to pay fines for missing deadlines on planning applications is flawed and should be removed from a forthcoming overhaul of the system, politicians will hear on Thursday morning.
