WLR Cardinal, the mezzanine fund backed by US billionaire Wilbur Ross, has refinanced a large chunk of developer Gerry Barrett’s operation as he ramps up activity. Barrett is making a return to development on several fronts with multi-million euro projects in Dublin, Galway and Drogheda.
