Irish Times reports that Councillor Maura Healy-Rae believes that locals are being forced to build in hollows and "live like hobbits" because the local authority has banned the building of one-off houses on elevated ground.

- Planning applications were up oner fifth last year to 1,176 but below boom levels of 7,600 dwelling built between 2002 and 2007.
