Fears are growing of an epidemic of illicit cigarette factories staffed by people trafficked in from eastern Europe by criminal gangs, confidential papers show.
According to the documents, prepared for Revenue Commissioners chairman Niall Cody, officials in Dublin Castle have received intelligence that raw tobacco and illicit production – which has not been an issue in Ireland until now – is “likely to become more prevalent”.
