The first significant resistance to water charges in Dublin was witnessed when contractors turned up on a quiet street in Raheny on the northside of Dublin, one day in April 2014. Watermill Drive was known as a middle-class area, with civil servants and retired gardaí living there. There were no objections when the contractors started erecting barriers and installing meters. But there was one person on the street who certainly did not want a meter.
