The government is to overhaul how civil servants are awarded pay increments, after fewer than 1 per cent of workers had their money withheld for poor performance.
Just 148 of the more than 30,000 workers in government departments and bodies had increments blocked in 2014, according to figures seen by The Sunday Business Post.
