Minister for Justice Charlie Flanagan has set up a review into how more than 80,000 people have got away with failing to pay their court fines.
The previous “revolving door” practice of sending around 8,000 people to prison every year for a few hours for not paying court fines was officially discouraged through new legislation.
Judges were given the power to hand down community service orders or recover the money through attachment orders instead.
