Plans to allow voters to download ballot papers to vote in Seanad elections are set to be scrapped amid concerns about the security and integrity of the electoral process.

A draft report on Seanad reform, which focuses primarily on how to expand the franchise and change the way the upper house is elected, recommends departing from previous proposals to allow online registration for voters who would then download ballot papers.
