Keegan broke rules to re-route Dublin bike path
Dublin City Council chief executive Owen Keegan broke with procedure by failing to report to two council area committees about a controversial change to a cycle path into the city centre, newly obtained documents show.
Keegan also had to correct an earlier claim that he had notified the two area committees of the modification when in fact he hadn’t.
