Last Friday, Mr Justice Brian Cregan, the man appointed by the state to run the Commission of Investigation into IBRC, dispatched a letter to Taoiseach Enda Kenny. The message: the investigations had run aground.

Judge Cregan had concluded his task was impossible; banking confidentiality and legal privilege meant he could not review core documents in his investigation.
