Minister Simon Coveney discussed the new defence strategy with the head of the US armed forces before it was published.

His meeting with the chairman of the joint chiefs of staff, general Martin E Dempsey, was not publicised by his department.

This is despite the fact that Dempsey is the highest-ranking military officer in the US armed forces and oversees half a million US soldiers in 150 countries around the world.
