British Brexit border paper an opening position

The policy paper is not the bottom line but "a grown-up start"

The British government had been criticised for its lack of concrete proposals on avoiding a hard border in the 14 months since the Brexit referendum.

But this is just the opening salvo of the negotiations with the EU.

And all of this is dependent on the other 27 EU states agreeing to such a deal.
