Time’s up for ‘learner’ drivers gaming the system

Thanks to a Freedom of Information request by a journalist at the Irish Times last week, it came to light that a massive 125,860 drivers using learner permits received between 1984 and 2016 have never sat a driving test. Instead, they have had multiple learner permits. How is this possible? Because of a glaring loophole in the licensing system that allows a driver to renew their learner permit as long as they have actually booked...
