Irish Water may fail EU’s ‘market corporation test’

Senior coalition figures are less worried about passing the EU’s “market corporation test” to keep the cost of Irish Water off the national accounts than they are about overcoming the current political crisis engulfing the government.

Irish Water must attract the majority of its funding from charges, or it will become part of the state’s balance sheet, according to EU rules. This would mean an €800 million cost to the exchequer...
