A central concern of government in a small neutral country is the redistribution of wealth among its citizens. Political parties are therefore going to focus on tax policy – the collection of money for that redistribution.

Developed countries rely on the private sector to collect the tax on a day-to-day basis, through Vat or PAYE and so on....
