When is a deal not a deal? When, it would appear, it is written at 4am during a meeting of EU leaders. In June, EU leaders appeared to have reached an agreement to break the link between banks and sovereign governments in tackling the euro crisis, in what was sold at the time as a decisive step.
As they left the room, everyone was no doubt aware that the detail still had to be worked...
