The introduction of an all-island electricity market was delayed because international experts hired to work on the project were unable to secure work permits.
Informed sources said a number of overseas subcontractors had run into serious problems obtaining permits and visas to come to Ireland.
The issue arose because many of the workers are self-employed and cannot secure work permits without having a specific employer.
