Nervous Whitehall officials are believed to be hatching a ‘peace’ deal to defuse a public spat with the banks in the lead-up to the publication of the Independent Commission on Banking report.

The commission was established by the British government to examine the industry’s structure last year. It is set to deliver its interim report tomorrow week. Britain’s bankers signalled their concern at the commission’s perceived radicalism soon after it was established....
