Minister for Finance Brian Cowen had relatively little extra cash to spend on Budget 2008.

F or this reason, he had to slow the growth of day-today spending sharply. Current spending will rise by 13.5 per cent this year, but this rate of growth will slow to 8.2 per cent next year.
