Where has all the taxpayers' money gone?

The Department of Education predicted that the blanket indemnity given by the state to the religious orders against claims for abuse in residential institutions could cost €250 million. Education:

In return for an indemnity against claims for six years, the orders agreed to make a contribution of €128 million, leaving the taxpayer to cover the bulk of the cost.
