In May, EU defence ministers unveiled plans for 13 rotating battle groups, each consisting of about 1,500 troops. The intention is to create a military force to act on EU mandates.

If called upon, the elite forces could be dispatched to crisis points within the EU and up to 2,500 miles beyond its borders.
