A €300 million capital investment programme earmarked for upgrading the nation’s public water network is to be diverted to cover the cost of repairing pipes damaged by the recent cold snap.

City and county councils are to be allowed to cover the cost of extensive repairs to the old water networks by taking funds from a special water conservation fund.
