The US secretary of state, Hillary Clinton, called an unprecedented meeting following complaints about delays in the delivery of funds for the International Fund for Ireland (IFI).

Clinton is understood to have become frustrated with the hold-up in approving $15 million in funding for peace projects in the North in the Rebublican-controlled House of Representatives.
