Under radical proposals currently being considered by the government, universities will be directed for the first time to spend their funds on set education and research targets.

Education minister Mary Coughlan is expected to announce a new national strategy for third-level education in the coming weeks in which significantly-increased statutory powers are expected to be given to the Higher Education Authority (HEA).
