A new ten-point plan for Ireland's corporation tax regime, a cut to the top rate of income tax and a wide-ranging stimulus package for the construction sector will form the central points of Tuesday's budget.
The Double Irish tax structure, used by certain multinationals to reduce tax liabilities, will be phased out over a number of years, most likely four.
