As Irish telecommunications company Eircom prepares for the possibility of a third public offering, *The Sunday Business Post* understands that billionaire Carlos Slim is running the rule over the company.

Slim, who is ranked the world's second richest person by Forbes and Bloomberg, has been on the lookout for possible telecommunications acquisitions in Europe.
