Top officials warned the government that the introduction of a universal income levy in the budget last October would spark controversy, newly-released documents reveal.
The introduction of the 1 per cent income levy for all taxpayers was widely criticised and led to a climbdown by finance minister Brian Lenihan just over a year ago. Lenihan was forced into a U-turn on the levy for the lower-paid, as well as plans to limit the medical card scheme.
