Minister for Finance Michael Noonan is planning twin tax cuts in the budget to benefit both low paid and high paid workers.

A key concern in government is that simply implementing the pledge to reduce the burden on those paying a 52 per cent tax would not increase take-home pay for the majority of workers.

A government source said that the focus was now on implementing separate tax cuts to ensure both low and high paid...
