The government has been talking about tax cuts. But what is the cold reality behind the political rhetoric? Brian Keegan reports.

The only fair tax is one that is paid by someone else. That is why any suggestion of a tax cut will immediately be followed by people wanting to know who is likely to benefit, and by how much. ''Middle income earners seems to be the current suggestion. But who exactly is a middle income earner, and what kind of a tax cut might they benefit from?
