Concerns have been raised over the financing of the state's independent healthcare standards agency, Hiqa.

A confidential report obtained by *The Sunday Business Post* has found that in one case in July 2010, the Department of Health paid over €1 million to Hiqa, but could find no sign that Hiqa had ever sought the money.
