The state is to create a new photographic database of all prisoners after gardaí had to rely on a 12-year-old photograph when trying to track down a convicted killer who had absconded from jail.

The director-general of the Irish Prison Service (IPS), Michael Donnellan, has given instructions that all the state's 3,000 prisoners have their photographs updated "on a regular basis", according to a letter from justice minister Alan Shatter to the victims' support...
