It is 18 months since former finance minister Brian Cowen used his powers of persuasion on Irish banks to set up a €25 million pool to fund a new social finance initiative.

It is 18 months since former finance minister Brian Cowen used his powers of persuasion on Irish banks to set up a €25 million pool to fund a new social finance initiative.

Cowen earmarked the money for a new foundation that would act as a small wholesale bank, providing loans to community-based and social projects that previously had difficulty in getting access to conventional bank funding.
