Vincent Browne is correct in pointing out that 96 per cent of sex abuse is carried out by laypeople.

He is also right in pointing out that the report on sexual abuse and violence in Ireland - carried out by the Royal College of Surgeons and published in 2002 - has been largely ignored, despite the consequences.

One reason for the government's silence is that it is encouraging mothers to leave the home and join the workforce....
