Nicolas Sarkozy, the incoming French president , has scrapped his plans for reform of the European Central Bank (ECB) and now favours stronger economic coordination between European governments.
However, his desire to do everything possible to boost growth still looks likely to spark tension with other EU states and with the ECB.
