The state has paid out more than €2 billion in tax-free lumpsums to retiring public servants since it started to reduce the size of the public service five years ago.

The state paid out some €600 million last year and another €600 million in 2011 to the thousands of public servants who have retired under the government's downsizing of its workforce.

When most public servants retire with full service, they are entitled to a tax-free lumpsum...
