The regulator of credit unions proposed a new regulatory investment framework for credit unions in a 2005 paper.

In the paper he suggested Davy Stockbrokers and the Irish League of Credit Unions (ILCU) failed to engage meaningfully with his 2004 request for a voluntary code.
