It is the season of summer schools, and the air is heady with talk of political reform. Almost half way into its term of office, it is clear that the coalition government has an agenda to change some of the ways our political system works, but it is not interested in changing the system itself, nor in diagnosing how the system contributed to the economic crash, and correcting that.
