A "myriad of layers and hoops" that mean senior bank management cannot negotiate deals directly with unions is one of the main reasons for the lack of progress on redundancy packages for 750 employees at Bank of Ireland, according to sources close to the process.

Bank of Ireland management and Department of Finance officials are reportedly locked in a stalemate about the packages that should be offered to departing staff.
