The race to buy the EBS building society will intensify this week, with the government set to publish a short-list of two bidders.

The publication of the short-list, believed to include Cardinal Asset Management and Irish Life & Permanent, will signal the start of the final stage of the sale process, when the government will have to decide whether to merge two domestic institutions or sell EBS to a foreign bidder.
