Communications minister Pat Rabbitte has spelt out in the clearest terms yet the new government’s plans to make civil servants and officials personally responsible and accountable for decisions.

Rabbitte has said that new laws will identify and hold accountable individual officials who have made mistakes, ending the legal situation where a minister is held responsible for everything that happens in his or her department.
