Former residents of the uninhabitable Priory Hall complex in north Dublin have been offered a deal on their debt repayments.
The Irish Independent said residents would have their mortgages written off and would be offered pre-approved loans for new properties.
Environment Minister Phil Hogan said the new proposals, whose details he did not reveal, were a "breakthrough".
