You'd know that there were elections on the way. The government may obfuscate and fudge the reasons why it has ordered a review of plans for three electricity transmission routes, but everyone knows what is going on. This row was set to threaten government seats in the local and European elections and so something had to be done to defuse the row, at least until the votes are counted in May.
